Under the Patronage of HRH Prince Dr. Hussam bin Saud, Emir of Al-Baha, HE Eng. Abdulrahman Al-Fadley, Minister of MEWA, and Chairman of the Board of SWPC signed the agreements for the implementation of Ras Mohaisen IWP at a cost of 2.6 Billion Riyals, in Partnership with the Private Sector

Under the patronage and in the presence of His Royal Highness Prince Dr. Hussam bin Saud bin Abdulaziz, Emir of Al-Bahah Region, His Excellency, the Minister of Environment, Water, and Agriculture & Chairman of the Board of Directors of Saudi Water Partnership Company, Eng. Abdulrahman bin Abdulmohsen AlFadley, signed today the project agreements of Ras Mohaisen Independent Water Plant Project. The signing ceremony was held at Emirate Al-Bahah Region. The project will be established in Al-Qunfudhah Governorate, Makkah Region, with a production capacity of 300,000 cubic meters of desalinated water per day.

Eng. Al-Fadley explained that this agreement comes to achieve the goals and plans of the water sector to implement water production projects in all regions of the Kingdom and increase the private sector participation in the water sector, which reflects its strategic partnership with this sector to implement its projects. He indicated that the project comes as an extension of many similar projects that will be implemented by the private sector.

His Excellency Eng. Al-Fadley elaborated that the Desalination Water Plant project in Ras Mohaisen will enhance the water supply chains, and it is intended to serve the residents and visitors of Makkah and Al-Bahah regions. Also, the project aims to develop this vital sector, improve the quality of services, raise the efficiency of spending, benefit from the expertise of the private sector in construction and operation, and increase its contribution to the development under Vision 2030.

Eng. Khalid Al-Quraishi, CEO of the Saudi Water Partnership Company, indicated that the initial operational phase of the project will begin in the first quarter of 2028. It will operate using reverse osmosis technology, contributing to reducing electricity consumption levels, achieving high levels of continuous production, lowering operating costs, and supporting local content by increasing the localization rate in operations and human resources.

The project was offered to investors under the Build-Own-Operate (BOO) system, and it attracted the interest of 44 companies, including 21 Saudi companies. Thirteen applicants were qualified, and the preferred bid consortium was selected after a competition between two consortia, which included three local companies and one international company. The winning consortium consists of “ACWA Power,” Hajj Abdullah Ali Reza & Partners, and Al-Kifah Holding Company.

Therefore, this project comes as an extension of the privatization and partnership processes between the public and private sectors in the environment, water, and agriculture sectors, after signing many previous projects for independent water projects, Independent Water Transmission Pipeline, and wastewater treatment.
