ACCIONA to renovate one of Puerto Rico’s main drinking water treatment plants

April 9, 2026

The project will repair the damage caused by the 2017 hurricanes and will benefit 190,000 homes in San Juan’s metropolitan area.

The Puerto Rico Aqueduct and Sewer Authority (PRASA) has awarded ACCIONA the contract for the rehabilitation of the Sergio Cuevas drinking water treatment plant, which will have a treatment capacity of 305,000 m³ per day once the work is complete.

The aim of the contract — which is worth US$152 million (€131 million) — is to repair the damage caused to the plant by the 2017 hurricanes, improving and optimizing operations to enhance the resilience of the existing facility, built in 1948, which currently draws water from the Carrizo Dam on the Loíza River.

The rehabilitation, which will take about four years to complete, includes upgrades to the water pipes, the sludge treatment line and the dosing systems, as well as to the facility itself and its surrounding infrastructure.

The project will benefit 190,000 households in the municipalities of Carolina, San Juan, Loíza, Gurabo, Juncos, Canóvanas and Trujillo Alto, all of which are located within the San Juan metropolitan area. The project is financed by PRASA and the US Federal Emergency Management Agency.

ACCIONA is currently executing two water projects in Puerto Rico: the construction and rehabilitation of the Enrique Ortega drinking water treatment plant, which supplies 114,000 households in the San Juan region; and the Culebrinas water treatment plant, which serves 18,500 families in the Aguadilla region. Previously, ACCIONA also built the Fajardo drinking water treatment plant, which serves 160,000 residents of the Fajardo, Ceiba and Luquillo municipalities.
