TYPSA drafts the Master Plan for the expansion of the Port of Cartagena

The Escombreras dock has placed the port of Cartagena at the forefront of the Spanish port system in the handling of liquid and solid bulk. This is mainly due to the works carried out to expand the dock 15 years ago, together with those to improve its road and rail access. 

Currently, the dock has problems with saturation, so expansion is necessary to meet the demands of existing freight traffic and the forecasts of future traffic. In this context, the Infrastructure Master Plan is the necessary vehicle for planning these actions and consists of a document that aims to define how the port should develop in order to adapt to the demand forecast over a time horizon that, in this case, has been set for the year 2036. 

This document must be flexible as it has to adapt during its term to real demand. In addition, the processing of these plans requires Strategic Environmental Assessment, in its ordinary form in the case at hand, in accordance with Law 21/2013, on Environmental Assessment and its amendment through Law 9/2018, of December 5 and Royal Decree 445/2023, of June 13. 

Commissioned by the Cartagena Port Authority, TYPSA will provide technical assistance for the drafting of all the documents necessary for the processing of the Master Plan, which includes the development of the dock, to obtain the Strategic Environmental Declaration. The selected solution is the Barlomar multimodal multipurpose terminal, which incorporates a new land area of 58 hectares. The works included in the contract consist of drafting the initial version of the plan, responding to the allegations received during the public exposure period, drafting the final proposal and modifying the strategic environmental study and incorporating the Strategic Environmental Declaration into the final version of the plan. It should be noted that TYPSA already participated at the beginning of the procedure by drafting the initial documents (draft of the Plan and Initial Strategic Document).
